Study Goals and Objectives

The Study Goals and Objectives for the Loop 9 DEIS were derived from the evaluation of the problems and needs identified within the study corridor. These goals and objectives define the direction and character of the study leading to a locally preferred alternative. The Study Goals and Objectives will be used to evaluate how well each potential alternative performs. The adopted or approved locally preferred alternative will guide future transportation infrastructure investments within the corridor.

The Study Goals and Objectives for the Loop 9 DEIS are:

Goal 1: Improve East-West Mobility

Improve east-west corridor mobility and safety in a cost-effective manner.

Objectives:

  • Reduce area congestion
  • Reduce travel time
  • Minimize accidents
  • Provide cost-effective improvements
  • Provide for smooth transitions with existing roadway facilities and street networks within the cities along the corridor

Goal 2: Protect Natural Environment

Provide a transportation system that has minimal negative impact on the natural environment.

Objectives:

  • Lessen, eliminate, or mitigate any adverse impact alternative(s) may have on noise and air quality
  • Avoid or minimize negative impacts to ecosystems, wetlands, or water quality
  • Avoid impacts to archaeological, historical, or cultural resources
  • Minimize negative impacts on park lands, preserves or wildlife habitats

Goal 3: Minimize Negative Social and Economic Effects

Provide a transportation system that has minimal negative impact on the social and economic environment.

Objectives:

  • Minimize residential and business displacements
  • Preserve the vitality of the cities and communities within the corridor
  • Minimize negative impacts due to construction

Goal 4: Provide a Balanced and Coordinated Transportation System

Provide a transportation system that is balanced and coordinated with regional and local needs.

Objectives:

  • Provide a transportation system that most closely meets the travel needs of people, good, and services safely, efficiently, and comfortably
  • Provide a transportation system that considers opportunities for other modes of transportation
  • Be consistent with regional and local transportation and comprehensive plans
  • Phase improvements to coincide with travel demand and financial capability
  • Maximize the benefit to cost ratio for savings in travel delay verses simply making evaluations based on improvement costs
  • Develop improvements that promote connectivity to planned roadway systems
  • Seek opportunities to enhance all current and proposed modes of transportation within the corridor
  • Provide for the opportunity to preserve sufficient right-of-way to ensure future flexibility in the implementation of a regional transportation facility

Goal 5: Develop Alternative Compatible with Corridor Land Use and Development

Provide a transposition system that serves and is compatible with existing and future corridor land use and development patterns.

Objectives:

  • Provide a transportation system that influences land uses development in a positive manner
  • Facilitate economic growth within the corridor and surrounding area
  • Improve access to existing and emerging major trip generators
